Well, aside from the technical EULA issues of whether drinkbots are allowed, more to the point would be how (and why) anybody would stop you. There are plenty of people (see: Grotto) who stand around in town all day doing a whole lot of nothing, so you wouldn't be much different from them.

The merits of the instant issue (rather, lack thereof) are clear, but to be fair, the cited statement is a mischaracterization.
Textmod was never intended to complete cartography for you. What it was intended to do was prevent you from having to figure out which areas you missed. In that sense, it doesn't require interaction; whereas you would have spent potentially hours scouring and re-scouring maps or comparing bitmaps in photoshop, Textmod gives it to you for free.
In terms of allowability, Textmod is only escaping on the basis of a technicality - that it's a 'cosmetic' change. The kind of texture modding used for cartography is done for a completely different purpose than, say, changing the appearance of your armor. As such, hiding behind the 'cosmetic' change to escape the EULA is improper.
To answer the original question, no, drinkbots are not allowed, nor are any other kinds of bots:
Section 7 of the EULA states:

You acknowledge that you do not have the right to create, publish, distribute, create derivative works from or use any software programs, utilities, applications, emulators or tools derived from or created for the Game(s), except that you may use the Software to the extent expressly permitted by this Agreement. You may not take any action which imposes an unreasonable or disproportionately large load on our infrastructure. You may not sell or auction any Game(s) accounts, characters, items, coin or copyrighted material, nor may you assist others in doing so.

you got not gain in game stuff from texmod.. only eye candy for yourself - graphics, but the bot actualy adds controll... texmod yes, drinkbot no.
texmod is no diff to placing a red plastic filter over your moniter, it just effects what you see.

Bots are not aids. Bots do the work for you. With the cartography aid you still have to go everywhere and do everything. Except with the aid you're sure you didn't miss a spot and you have a better idea of where to go. The bot just lets you go do whatever while you gain a title for no reason.

It's not. I think what Fril meant is that the effects of a bot/macro are felt serverside because the bot/macro generates commands that do get executed by the server, thus changing the state of the GW "world" for everyone. Conversely, the effects of a texmod are only felt clientside.
(Now, you having a drinkbot macro changes the GW world in a way that I probably won't notice and wouldn't care about if I did (a line of text under your name appearing sooner than it otherwise would). But that is a serverside impact nonetheless.)
